HUMAN RESOURCES MANAGEMENT SYSTEM TECHNICAL ANALYST
GENERAL DEFINITION

Participates with the central Information Technology agency in the evaluation, design, installation, testing and deployment of Oracle eBusiness Suite database and application patches and version releases; collaborates with central Information Technology agency staff to ensure business requirements are met throughout the systems development life cycle; supports existing modules through the use of PL/SQL, Oracle reporting tools, and SQL utilities; implements changes at the operating system, database, or application level; analyzes and develops a thorough understanding of Oracle eBusiness system architecture; uses appropriate change management procedures; determines operating characteristics and requirements; develops or modifies and documents general system design; writes detailed design specifications; conducts tests for proposed solutions to system problems; evaluates the scheduling of changes, and the proper testing and implementation of any software changes; assesses the impact of new modules and upgrades on the Oracle HRMS users; coordinates work with the business analyst , the central IT agency and department users to ensure that upgrades or patches do not have a negative impact on operations.
Assists other technical staff in defining and maintaining proper user role definition, user ID creation, and role assignment; determines security levels, view definition and access to the Oracle HRMS to ensure data integrity; ensures the security of confidential data; maintains and monitors interfaces that have been established for availability; responds to issues related to interface data feeds; tests the application to assure functionality and effectiveness in performing to desired specifications.
Participates in resolving any application related problems; contacts central IT agency staff and reports issues to be analyzed and resolved; may take the lead in coordinating activities across numerous agencies with the City.
Leads the design, development and implementation of new reports that serve the continuing needs of central human resources agency and the departmental counterparts; develops, prepares and produces a variety of confidential reports for use by management during the collective bargaining process; supports existing reports by resolving any report execution or distribution problems, identification of data anomalies, and testing of existing reports as new reporting tool versions become available for deployment; conducts performance tuning of new reports; monitors response time of all reports; works with other agency information technology staff to assure user satisfaction.
Conducts interviews with business owners and end users, performs workflow analysis, documents scope and objectives, and participates in design sessions; serves as liaison between department staff and information technology staff in the design and implementation of technology solutions; supports strategic and operational planning activities, collective bargaining, process development, business continuity and disaster recovery plan development activities; develops and maintains implementation, conversion and test plans; confers with representatives of the management bargaining team to determine data needs, format reports and deliver requested data; provides guidance in gathering, formatting, analyzing and presenting data required for bargaining.
Serves as a technical innovator in the identification, evaluation and adoption of new HR modules of the Oracle eBusiness Suite; maintains awareness of current trends in HRMS with a focus on product and service development, delivery and support through regular participation in technical training, attending professional conferences, and continuous review of all available sources.
Coordinates with outside vendors and contractors to complete projects and service requests; defines, assigns and evaluates their work.
Designs, develops, tests and generates routine and ad hoc reports in response to user needs.
Documents processes, IT systems, applications, products and/or services. Provides user support and training in the use of systems and solutions, and analyzes system/user problems.

EDUCATION
Formal training in Oracle E-Business foundation, interfaces, and implementation is preferred.
