DATA CENTER MANAGER

 

GENERAL DEFINITION

 

          This is administrative data processing work supervising, through subordinate supervisors, the computer center's operational responses to user data processing production requests and monitoring the efficiency of data processing procedures and software/hardware systems within a large-scale data center.  Employees in this class control the work flow and job run scheduling and ensure data security and integrity within the data center operations area.  Employees in this class direct electronic printing activities and the operation of a city-wide user assistance program.  Employees in this class have responsibility for directing production system monitoring and job run activities performed by computer operation personnel through the operation of computer console and peripheral equipment. 

          Work includes troubleshooting and providing problem resolution for production system malfunctions, network failure and user complaints and establishing and enforcing day to day production and general oversight of the data center including security standards, access control, and integrity of the physical data center.  Providing the user network with efficient and cost-effective data processing services while maintaining user satisfaction is a significant aspect of the work. 

          Work is performed under the direction of a technical superior. 

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Plans, assigns and supervises the activities of a data processing production staff through subordinate supervisors; anticipates production and data entry operational needs; sets criteria for prioritization of day-to-day work; optimizes use of personnel; trains personnel; coordinates work with other information center division sections; insures conformity with work standards; insures accurate and timely completion of data processing production work; oversees the effective utilization of data processing production resources; provides for sufficient flexibility and equipment capacity to meet unscheduled data processing production requirements and test workload;; informs management of projected resources and capacity problems; insures that proper maintenance is provided for all equipment.

          Protects  the general security oversight and access of the installation and its data, establishes day-to-day security standards and methods and assigns security monitoring to subordinates; monitors cooling, power, and fire suppression systems via software monitoring applications and physical site visits; devises techniques for improving productivity of personnel and equipment resources; analyzes production trends, reviews new applications under development; projects impact of data processing production resources.

          Plans and coordinates hardware configurations to insure compatibility with systems and applications software; confers with technical support and vendors to establish procedures that allow proper functioning of entire system after reconfiguration; supervises the installation and cabling of equipment.

          Reviews new and proposed equipment; meets with vendors to discuss product performance resolution of problems, and installation and service requirements; participates in the selection of equipment and service options.

          Estimates resource requirements and costs for maintaining production services; reviews and approves systems design and production procedures; plans strategies for requirements for operation resource requirements; evaluates the performance of production resources and prepares reports of results for the operations manager; plans and directs the training and development of data center operations personnel in new techniques and equipment; insures that adequate inventories of materials and supplies are on hand and are used economically.

          Performs related work as required.


 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•         the principles, procedures and methods used in operations management and productions control

•         modern administrative practices and techniques with particular emphasis on the use of manual, mechanical and electronic data processing systems in a large-scale public or private enterprise

•         the development and application of the electronic data systems to such fields as payroll, accounting and personnel

•         the principles, practices, and operations of on-line computer information systems services for remote and local users

•         mainframe operating systems, servers, CICS teleprocessing monitors, generalized software packages and data based management systems, such as ADABS, Oracle and SQL

•         the capabilities, applications and operation of peripheral data processing equipment

•         the principles and methods used to maximize utilization of staff and peripheral data processing equipment

•         the principles and practices of computer interfacing

•         supervisory methods and techniques

•         systems programming and systems application principles, practices, and methods

•         current developments in the management information systems field

•         modern office equipment practices and procedures

•         programming principles and languages

 

ABILITY TO:

 

•         plan, organize, and direct the work activities of electronic data processing systems to existing City operations

•         establish and maintain effective work relationships with associates and departmental officials

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 2/24.)

 

EDUCATION:

 

          Completion of a bachelor's degree program at an accredited college or university, with major course work in computer science, information science, decision science or related field.

 

NOTE: Completion of an industry recognized certification or additional experience may substitute for the education requirement on a year for year basis.

 

AND

GENERAL EXPERIENCE:

 

          Four years of experience in data processing operations in a large-scale data center.

 

AND

SPECIFIC EXPERIENCE:

 

          Three years of experience as a Computer Room Shift Supervisor in the City’s large-scale data center or equivalent.

 

OR

 

          Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included the experience.
