GENERAL DEFINITION
This is information systems analysis work directing the development and implementation of computer-based and other management information projects in support of the enterprise information system needs of a department. The class is distinguished from other systems management classes by the fact that work is confined to assigned projects which may be of considerable duration. The supervision of varying numbers of systems analysts and programmers, and information management analysts and extensive contact with departmental managers, and other users and representatives as well as with committees, private consultants or vendors, and the Office of Innovation and Technology employees are of major significance to the work.
Assignments require the use of analytical thinking and are carried out in accordance with functional precedents, practices and policies. Employees in this class have controlling responsibility for the completion of assigned information management projects related to the department’s enterprise information management program. Work is performed under the general direction of an administrative superior.
ALLOCATING FACTORS (The following conditions must be met in order for a position to be allocated to this class):
1. No more than one position shall be allocated to each operating department.
2. Positions in this class must be responsible for directing a department’s enterprise information systems in alignment with the business vision of the department and in collaboration with the central information technology agency.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Establishes goals for departmental information management; projects future needs to promote effectiveness and efficiency of data enterprise needs; determines the return on investment for data initiatives; develops business case justifications for projects and makes recommendations to executive management on enterprise data or data architecture and other related projects.
Meets with the department management and their delegated staff to discuss requests from users or potential users relevant to the development of new or substantial modification of existing management information systems or enterprise data management systems, including data architecture, master information management, information warehousing, or business intelligence and analytic projects ; visits the business units to make preliminary study of operation and to establish contact with managers and users.
Formulates objectives and systems development requirements for projects; prepares projects’ plans and schedules; discusses findings with departmental executive staff to ascertain that requirements are being met and arranges for participation in projects to expedite the study and to assure continued maintenance of the system after implementation has been completed; participates in strategic and operational governance meetings with executive management.
Develops work assignments, staffing needs, and schedules for completion of the various phases of projects; confers with department supervisors to select staff to serve on project teams; supervises the work of staff and participates directly in the analysis of departmental operations to determine advisability of utilizing methods to improve information gathering and work flow; provides technical guidance to staff.
Ensures the continued documentation of all procedures being developed; prepares specification for information systems; evaluates various proposals from outside consultants for plans, designs, and implementation of information systems; works with outside consultants in the development and installation of systems designed to meet the specialized needs of the department; oversees testing of system and development of all necessary programs; prepares reports to department executive management to inform of progress of projects and problems encountered, particularly as they affect needed changes in schedules, resources or product.
Directs and participates in orientation of department officials and staff to assist them in implementation and to enable them to evaluate enacted data solutions’ effect on business vision and resources including their personnel, budget, and organizational functions.
Performs related work as required.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
• the principles, procedures and methods used in systems analysis and design, including those having computer-based applications
· principles and practices of data architecture and data management
• modern administrative practices and techniques with particular emphasis on the use of electronic data processing systems in a large-scale enterprise
• the principles, practices, and procedures used in the development and implementation of management information systems, particularly as they apply to the integration of diverse systems
• the development and application of electronic data processing systems to such fields as forms control, records management, work measurement and work simplification
• the uses and capabilities of electronic data processing equipment

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 09/19.)
EDUCATION:
Completion of a bachelor's degree program at an accredited college or university.
AND
GENERAL EXPERIENCE:
Five years of experience in systems and procedures analysis, information management analysis, or programming analysis which has included the application of both computer and non-computer-based information management systems to effect improvements in operating efficiency and work flow or to impact quality and delivery of City services.
AND
SPECIFIC EXPERIENCE:
Two years of experience supervising systems analysts, programmer analysts, or information management analysts, engaged in the development, application and implementation of information systems and procedures.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included a bachelor’s degree as the educational minimum and the specific experience.
