INFORMATION MANAGEMENT ANALYST 3

 

GENERAL DEFINITION

 

            This is advanced performance level analytical work designing, implementing, and applying computer-based information systems to improve operations and to facilitate and support management reporting and analysis at the departmental level.  Employees in the Data Analysis assignment conduct advanced data mining and statistical analysis to monitor key departmental programs and initiatives and to identify trends in program/service delivery.   Employees in the Business Systems Analysis assignment adapt computer-based information systems to departmental functions and business processes and analyze business needs in order to implement information technology (IT) solutions.  Employees in the Business Systems Analysis assignment also have responsibility for the documentation, design, implementation and maintenance of computer-based information systems and for advanced modeling and analysis of data to make recommendations for the improvement of business processes or programs.  Employees in all assignments coordinate the provision of services from the City's central information technology agency and other consultants, ensure that departmental reporting needs are met, and maintain the department's data systemsEmployees may also identify procedures better addressed by computer applications and coordinate the implementation of such applications. 

            Establishing and maintaining effective working relationships with consultants and staff of the City's central information technology agency are especially significant.  Work is performed under the direction of an administrative superior.

ALL ASSIGNMENTS          

 

            Applies departmental data processing resources to revision of existing computer-based information system or design of new computer-based information system; determines output required; determines data items needed to produce output; devises efficient methods of data collection; establishes procedures for use and revision of computer-based information systems; develops appropriate departmental information systems security and control procedures; prepares revised systems flow charts; improves data quality, reusability and value using data management, stewardship, governance and architecture best practices.

            Determines current and projected departmental needs for information; investigates feasibility of implementing computer applications to facilitate and support management analysis and reporting; makes recommendations to departmental management.

            Defines requirements for analytical studies; studies and analyzes existing departmental operating procedures, programs and/or organization; analyzes program efficiency; develops formats for output to satisfy departmental needs for information and to effect implementation of automated system; modifies existing programs or writes new programs to perform special applications to facilitate and support management analysis and reporting; modifies applications to meet departmental needs; maintains integrity of computer-based information systems and security of information; maintains departmental data base; ensures that reporting needs of department are met.

            May supervise clerical staff engaged in preparing and entering data for management analysis and reporting; may lead lower level staff in analyzing and reporting on data.

            Performs related work as required.

 

BUSINESS SYSTEMS ANALYSIS ASSIGNMENT

 

            Determines procedures and business processes to be studied and analyzed; confers with departmental officials to gain understanding of their responsibilities, needs, and objectives; prepares work flow charts; identifies existence and causes of impediments in work operations, overlap or duplication of functions, or improper utilization of personnel, equipment, and facilities.

            Determines business procedures, hardware and software necessary to implement IT solution; confers with management and staff to determine available resources; reviews hardware and applications programs available from vendors and consultants for applicability to departmental functions and needs.

            Prepares specifications and requests for proposals for the acquisition of hardware and software required; coordinates the provision of services by the central information technology agency or consulting contractors; oversees installation of hardware and software in the department; establishes procedures for the use of applications.

            Analyzes existing system for efficiency and cost-effectiveness; documents cost-benefits analyses; prepares systems flow charts; writes narrative explaining existing system; analyzes organizational factors and resources such as amount of personnel invested and operational environment; analyzes weak links in the system; analyzes efficiency of forms and flow of clerical work; analyzes data flow; analyzes program efficiency; documents current business process deficiencies; designs advanced process models and documents and analyzes results; documents and communicates proposed information technology solutions to business process deficiencies to management and staff.

            Identifies departmental procedures more appropriately addressed by applications using information technology; confers with officials of city’s central information technology agency to determine resources necessary to implement information systems; serves as liaison with systems development staff for design and implementation of information systems; serves as project leader and directs the activities of contractual personnel for design and implementation of computer-based information systems; reviews and makes recommendations on the requirements of  computer-based information systems; collects, analyzes, and documents business rules and processes, recommends system change requests, and conducts requirements gathering sessions; analyzes new or proposed legislation, rules, and regulations to determine the necessary information technology or business process changes; develops, communicates, and maintains methodology and standards to promote a consistent approach to business analysis across the enterprise.

 

DATA ANALYSIS ASSIGNMENT

 

Performs data mining and synthesis as well as analysis of best practices to develop performance metrics for departmental initiatives and programs/services; monitors program progress and identifies trends in complex data sets; prepares comprehensive reports; tracks and reports on key performance indicators for programs or projects.

Identifies and executes appropriate research and statistical method(s) to provide in-depth understanding of customer behavior to inform management strategy and measurement of performance; designs and develops single tool or multi-tool analytics and reporting assets; performs complex queries, predictive and descriptive modeling and data mining and analysis; performs advanced large-scale data and information processing involving collection, extraction, warehousing and statistical analysis.

Analyzes data in a variety of formats from a variety of sources, creates data sets and integrates data; supports timely creation and sharing of information showing progress in key performance areas; conducts analytical studies; synthesizes and interprets information; translates quantitative and qualitative data into visuals and reports for varying audiences; ensures quality of all queries, quantitative and statistical analysis to ensure accuracy and validity of approach; communicates results of analysis and makes recommendations for use by management.

            May conduct training sessions to familiarize departmental users with the capabilities of systems; periodically updates users on new procedures and additional capabilities; may arrange training sessions provided by IT staff when necessary; may instruct users on application and techniques of new or revised software packages.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/16.)

 

EDUCATION:

 

            Completion of a Bachelor's degree program at an accredited college or university in management information systems, information technology, business analytics, data science, information science, statistics or a closely related field.

 

AND

 

GENERAL EXPERIENCE:

 

            Two years of technical experience for a large business or governmental organization* which has included utilizing computer applications to facilitate and support management reporting and analysis by:

 

·         gathering and analyzing data to determine business needs to improve operations, OR

·         processing large scale data and information including data mining and statistical analysis to monitor key performance indicators or to identify trends in program/service delivery.

 

AND

SPECIFIC EXPERIENCE:

 

            One year of full performance level analytical experience for a large business or governmental organization* implementing and applying computer-based information systems to improve operations at the department level and to facilitate and support management reporting and analysis.

* 500 or more employees or over $7 million in annual revenue 

 

NOTE:  Completion of a Master’s degree program from an accredited college or university in management information systems, information technology, business analytics, data science, information science, statistics or a related field may substitute for one year of the required general experience.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources which has included any bachelor's degree as an educational minimum and the specific experience.
