INFORMATION MANAGEMENT ANALYST 2

 

GENERAL DEFINITION

 

            This is full performance level analytical work implementing and applying computer-based information systems to improve operations at the departmental level.  Employees in this class utilize computer-based information systems and applications to facilitate and support management analysis and reportingEmployees in the Data Analysis assignment conduct data mining and statistical research to monitor key performance indicators for departmental programs and to identify trends in program/service delivery.  Employees in the Business Systems Analysis assignment have responsibility for identifying business processes and for analyzing business needs in order to implement information technology (IT) solutions to improve operations.   Employees in the Business Systems Analysis assignment also participate in the documentation, design, implementation and maintenance of computer-based information systems and the modeling and analysis of data to make recommendations for the improvement of business processes or programs. 

            Establishing and maintaining effective working relationships with staff of the City's central information technology agency is significant to the work.  Work is performed under the general supervision of an administrative or technical superior.

ALL ASSIGNMENTS

 

            Determines current and projected departmental needs for information; investigates feasibility of applying computer-based information systems and applications to facilitate and support management analysis and reporting; makes recommendations to departmental administrators;  provides advice and technical consultation and guidance by resolving problems and evaluating alternative means of satisfying user requirements; uses data management, stewardship, governance and architecture best practices to improve data quality, reusability and value.

Coordinates the provision of services by the central information technology agency; develops formats for output to satisfy departmental needs for information and to effect implementation of automated system; modifies existing programs or writes new programs to perform special applications to facilitate and support management analysis and reporting; modifies applications to meet departmental needs; produces reports; maintains integrity of automated system and security of information.

May supervise a clerical staff engaged in preparing and entering data for management analysis and reporting.

            Performs related work as required.

 

BUSINESS SYSTEMS ANALYSIS ASSIGNMENT

 

            Studies and analyzes existing departmental operating procedures and organization; confers with departmental officials to gain understanding of their responsibilities, needs, and objectives; prepares work flow charts; identifies existence and causes of impediments in work operations, overlap or duplication of functions, or improper utilization of personnel, equipment and/or facilities, and information technology systems.

            Confers with officials and staff of the city's central information agency to determine resources applicable to department's needs; reviews hardware and software available from central information technology agency, vendors, and consultants; makes recommendations on the applicability of available hardware and software resources to departmental needs.

           Consults with end users and IT staff to develop and implement technological

solutions to business problems; promotes structured software and process improvement

initiatives and applies best practices for business and IT solutions; collects, analyzes, and documents business rules and processes, recommends system change requests, and conducts requirement-gathering sessions; analyzes new or proposed legislation, rules, and regulations to determine IT solutions or business process changes.

 

DATA ANALYSIS ASSIGNMENT

 

Performs data mining and synthesis as well as analysis of best practices to identify performance metrics for departmental initiatives and programs/services; monitors program progress and identifies trends in data sets; prepares comprehensive reports; tracks and reports on key performance indicators for programs or projects.

Analyzes data in a variety of formats from a variety of sources, creates data sets and integrates data; supports timely creation and sharing of information showing progress in key performance areas.

Conducts analytical and statistical research; makes recommendations on data collection and analysis methods to ensure data is reliable and understandable; synthesizes and interprets information; translates quantitative and qualitative data into visuals and reports for varying audiences. 

            May conduct training sessions to familiarize departmental users with the capabilities of systems; periodically updates users on new procedures and additional capabilities; may arrange training sessions provided by IT staff when necessary; instructs users on application and techniques of new or revised software packages.

           

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

•           the principles and practices of methods and procedures analysis

•           the current uses and programming principles of query languages, report writers, interactive database programs, spreadsheets and/or application generators and their applications in solving operational problems

•           the current uses and capabilities of electronic data processing equipment

•           the principles and practices of management control and work simplification

·              computer-based information systems and associated principles and practices used for data gathering, organization, business intelligence, reporting and analysis

·              geographical information systems and computer mapping if required by assignment

•           establish and maintain effective working relationships with consultants, associates, management and with the staff of the City's central information technology agency

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/16.)

 

EDUCATION:

 

            Completion of a Bachelor's degree program at an accredited college or university in management information systems, information technology, business analytics, data science, information science, statistics or a closely related field.

 

AND

EXPERIENCE:

 

            Two years of technical experience for a large business or governmental organization*, which has included utilizing computer applications to facilitate management reporting and analysis by:

 

·         gathering and analyzing data to determine business needs to improve operations, OR

·         processing large scale data and information including data mining and statistical analysis to monitor key performance indicators or to identify trends in program/service delivery.

 

* with 500 or more employees or over $7 million in annual revenue

 

NOTE:  Completion of a Master's degree program at an accredited college or university in management information systems, information technology, business analytics, data science, information science, statistics or a closely related field may substitute for one year of the required experience.

 

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources that has included any bachelor's degree as an educational minimum.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
