WATER INFORMATION CENTER OPERATIONS MANAGER
GENERAL DEFINITION
This is supervisory data processing work, directing, through subordinate supervisors, the
activities of an around-the-clock computer room billing operation and/or process control
computer operation. An employee in this class is responsible for overseeing computer room
operations in a configuration with large scale mainframe and multiple central processing units,
and an extensive telecommunications network. Work includes scheduling job assignments,
equipment, and personnel to provide continuous service; resolving problems that interfere with
production, participating in the installation of operating software systems; and training staff in
changes in equipment and procedures. Establishing and maintaining effective relationships with
users of the system, and supervision of computer room staff through subordinate supervisors are
significant to the work. Work is performed under the direction of a technical superior.
ALLOCATING FACTORS:
(The following conditions must be met for a position to be approved for this class.)
- Employee must oversee computer room operations in a configuration with large scale
mainframe, multiple central processing units and extensive telecommunications network.
- Employee must supervise an around-the-clock operation.
- Employee must supervise through subordinate shift supervisors.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns, and reviews through subordinate shift supervisors the activities of an
around-the-clock computer room operation; establishes procedures for computer room
operations; reviews work in progress and upon completion for conformance with established
procedures and policies; spot checks job runs and processed documents for accuracy,
completeness, and adherence to standards; oversees monitoring of equipment usage and
maintenance of equipment.
- Schedules personnel assignments and equipment usage to achieve maximum utilization
and ensure that users' production needs are met expeditiously; schedules work load according
to priority, type of equipment required, complexity and length of job, and required completion
time; organizes work flow to produce best ration of computer use time to clock time; adjusts
schedule for work not completed on previous shifts, computer down time, machine breakdowns,
employee absences, program failures, and other problems; diagnoses problems and job run
failures; resolves problems or consults technical experts for problem resolution.
- Determines preventive maintenance needs, establishes coordinated schedules with all
vendors for proper sequence and minimum downtime; evaluates vendors' adherence to
established schedule; determines repair needs; works with manufacturers' representatives to
correct problems; maintains control of office security system; authorizes admittance for
appropriate employees and clients.
- Reviews and researches new hardware and operations software packages; assesses impact
of new equipment and software on computer room operations; makes recommendation on
hardware and software purchases to superiors; assists in the installation of operating software;
updates and trains staff on new procedures and equipment; prepares communications bulletins
to update users on new procedures.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the capabilities and operation of current electronic computers and related peripheral
equipment, including an extensive telecommunications network, utilizing DASD as a data
storage medium.
- the methods and practices used in obtaining maximum utilization of electronic computers
and their peripheral equipment.
- operating systems and their sub-elements including MVS, DOS/VSE, VM, CMS, and
JES2.
- the capabilities and operation of the computer information and remote retrieval systems
utilized within the City.
- supervisory methods and techniques.
- the care and minor maintenance of the electronic computers and the information and
retrieval system equipment used within the City.
- programming techniques as they apply to computer operations and operating software.
ABILITY TO:
- correct normal network failures or problems using software tools such as OMEGAMON.
- plan, organize, and supervise the activities of a staff operating an around-the-clock
computer operation.
- determine the feasibility, application and most effective methods of electronic computers
and related equipment operations within program framework.
- train and direct personnel in computer and related equipment operations.
- establish and maintain effective working relationships with associates and departmental
officials.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 4/91.)
EDUCATION
- Completion of an associate's degree program at an accredited college or university with
major course work in computer science or a related area.
AND
GENERAL EXPERIENCE
- Two years of experience in the operation of a large scale electronic computers and
related equipment.
AND
SPECIFIC EXPERIENCE:
- Three years in the supervision of computer operators in an environment with multiple
central processors, multiple operating systems, a large telecommunications network, and
independent front-end processors.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department.
NOTE:
Additional experience supervising computer operators and network control
operators in the operation of large scale electronic computers and related
equipment may be substituted on a year-for-year basis for the Associates degree.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
