SENIOR PAYMENT PROCESSING CLERK

 

GENERAL DEFINITION

 

          This is payment processing work, processing a variety of tax payments through the use of point-of-sale terminals or electronic validating equipment.  Employees in this class assign work to lower level employees and act as lead workers.  The employees process a large volume of over-the-counter payment transactions using a point-of-sale terminal, or receipt payments using electronic validating equipment.  Work also involves performing related clerical duties and meeting with the general public to resolve payment related difficulties.  Work is performed under the close supervision of a payment processing supervisor.

 

ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)

 

1.       Employees in this class perform payment processing work, processing a variety of tax payments through the use of point-of-sale terminals or electronic validating equipment.

2.       Employees in this class assign work to lower-level employees and act as lead workers.

3.       Employees in this class report to a Payment Processing Supervisor.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

          Assigns work to and instructs lower level employees in routine cash handling duties; checks settlement of lower level cashiers by checking and balancing money against totals on point-of-sale terminals or cash register tapes; approves voids on validating machine; performs on-line reversals on point-of-sale terminals.

          Receives, disburses, and accounts for large sums of cash and negotiable instruments; maintains records of cash receipts.

          Operates point-of-sale terminal, adding machines and other standard business machines; polls cashier terminals for payment data utilizing a personal computer; may encode checks when necessary; prepares the consolidated summary of deposits report on a rotating basis.

          Explains rules and regulations regarding payment of bills to the public; answers questions and handles complaints from the public.

          Screens tax payments directly from envelope; identifies, records and stores work; identifies screening errors and recommends corrective action; exercises control of all work received and assigned; logs delivery of transit system tapes.

          Assigns batched work to operators for processing and validation; receives and reviews processed work from operators and insures that all work is accounted for including the scan copy, customer receipt, payment document, and adding machine tape; scans audit trails and encoding on checks; changes lister printing.

          Operates a transit system machine which sorts checks by banks; responsible for making adjustments on bank summaries, cash letters and tax reports for conformity with daily deposits; reconciles total dollar amount; controls total amount by combining rejected checks with checks completely processed in transit system.

          Prepares and submits to superior daily and weekly reports on the work received from the screening unit and the work processed and validated by the operators; breaks down work into the various pre-determined categories and forwards to the appropriate section or department for further processing.

          May open and close validation operation as required by work assignment, including:  opening the central processing unit and the individual work stations, supervising the running of a test batch of work, closing the system at the end of the day, accounting for all work, generating various management reports, and assuming responsibility for the identification and recovery from system malfunctions, either at the individual station or the central processing unit; assists supervisor with the daily functions.

          Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•         the standard principles and practices governing monetary transactions

•         office procedures, methods and equipment with particular reference to receiving and accounting for payments

•         business arithmetic

•         the English language and spelling

•         bookkeeping procedures and techniques as they apply to the disbursement of funds

•         the operation of point-of-sale terminals, validating machines, personal computers equipped with modems, and other standard office appliances

•         methods, standards, and practices used in the processing and validation of tax payments by electronic machines

•         the payment processing system used in keying and verifying tax payments

•         the principles, practices and techniques used in obtaining maximum utilization of electronic equipment used in the processing and validation of various city tax payments

 

ABILITY TO:

 

•         make payment transactions rapidly and accurately

•         assign work to a small group of payment processors and to instruct them in their duties

•         make rapid and accurate arithmetic computations

•         apply rules and regulations pertaining to a variety of cash transactions and to explain them to the public

•         operate a point-of-sale terminal

•         learn the methods and procedures involved in the operation of a transit machine

•         establish and maintain effective working relationships with associates and the general public

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE  (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/23.)

 

EDUCATION:

 

          Education equivalent to completion of twelfth school grade.

 

AND

GENERAL EXPERIENCE:

 

          One year of clerical experience.

 

 

AND

SPECIFIC EXPERIENCE:

 

          Two years of experience as a Payment Processing Clerk.

 

OR

 

          Any equivalent combination of acceptable education and experience determined to be acceptable by the Office of Human Resources.

 

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

          Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
