DEPARTMENTAL PAYROLL SUPERVISOR
GENERAL DEFINITION
This is supervisory payroll work directing a staff of at least five clerical employees
engaged in posting transactions which affect payroll amounts and leave balances. Ensuring that
payroll transactions conform to civil service regulations and contractual agreements and resolving
the more complex payroll related problems are significant aspects of the work. The employee
reports to an administrative superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns and reviews the work of a large group of payroll clerks involved in checking daily time sheets, time cards, posting exceptions to time records, extending time,
preparing supporting documentation for payroll postings, verifying that payroll transactions
conform to regulations and procedures, and maintaining employee attendance records.
- Insures that accurate documentation of payroll and attendance records are maintained for
all department employees; makes assignments and participates in work to insure that payroll
deadlines are met; resolves payroll related problems; verifies correctness of payroll registers,
out-of-class, retroactive and supplemental salary computations and other payroll related
transactions; responds to salary and sick leave verification inquiries from outside agencies;
provides information to departmental employees on leave policies, sick leave violations, leave
accrual and balances and other payroll matters; calculates terminal leave balances.
- Trains new payroll clerks in payroll preparation and maintenance of related records;
explains rules and procedures for reading time cards, processing appointment papers, time
sheets, leave requests, sick leave conversions and payroll adjustments.
- Modifies payroll processing procedures as required to provide for more efficient and
expeditious processing.
- May supervise the preparation of appointment and separation papers and seasonal
payrolls.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
- Considerable knowledge of civil service regulations pertaining to payroll preparation and processing.
- Considerable knowledge of departmental payroll procedures and policies.
- Considerable knowledge of arithmetic.
- Knowledge of Finance Department payroll practices and procedures.
- Knowledge of office machines used to process payroll.
- Skill in making varied arithmetic computations with speed and accuracy.
- Ability to supervise clerical employees engaged in payroll preparation and the maintenance of related records.
- Ability to interpret and explain regulations, policies and procedural guidelines as they apply to the preparation of payroll and related records.
- Ability to maintain payroll records.
- Ability to work rapidly and accurately and to meet deadlines.
- Ability to learn and use computer applications related to payroll processing.
- Ability to understand and follow written and oral instructions.
- Ability to present ideas effectively, both orally and in writing.
- Ability to establish and maintain effective working relationships with associates and departmental officials.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/1990.)
- Education equivalent to completion of the twelfth school grade.
- Four years of general clerical experience, two years of which have involved payroll preparation and the maintenance of related records as a full-time assignment.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
