What we do
The Office of Homeless Services works with more than 60 homeless housing and service providers, as well as city, state, and federal governments. Together, we make up Philadelphia’s homeless service system.
This system provides homelessness prevention and diversion aid, as well as emergency and temporary housing, to people who are experiencing homelessness and those at risk of homelessness.

Free Meals Available During the Winter Holidays
What’s open and serving free meals on the holidays
Anyone who is in need of a meal during this winter holiday season may receive one at these locations that will be open and serving free meals on each holiday, including Christmas, New Year’s Day, etc.
Find more free meal and food sites at the City’s food tracker and check to see if they’re open.
Holiday City Intake Center Early Closures
In observance of the Christmas holiday, Office of Homeless Services intake centers will close early on Christmas Eve, Tues., Dec. 24, 2024:
- Roosevelt Darby Intake Center, at 804 N. Broad Street, will close at 1 p.m.
- Appletree Family Center, 1430 Cherry Street, will close at 3 p.m.
Both intake centers will reopen at 7 a.m. on Thursday, Dec. 26, 2024.
Get help at a City after-hour intake center
City after-hour intake centers will stay open during the daytime intake center closures. Anyone who is experiencing homelessness and is looking for shelter may visit these after-hour intake centers for help:
For people identifying as female (singles only):
- House of Passage, 111 N. 49th Street, Starting at 4 p.m.
For people identifying as male (singles only):
- The Mike Hinson Resource Center, 1701 W. Lehigh Avenue Starting at 3 p.m.
For families (head of household with children):
- Red Shield Family Residence, 715 N. Broad Street Starting at 3 p.m.

Now Open: HOME-ARP Tenant Based Rental Assistance Request for Proposal
Submission Deadline: January 13, 2025
About the RFP
The Office of Homeless Services, in collaboration with the Division of Housing and Community Development, has posted a Request for Proposals (RFP) from nonprofit organizations to administer Tenant Based Rental Assistance (TBRA) and provide Supportive Services for people who are experiencing homelessness, at risk of homelessness, or in other vulnerable situations.
The TBRA funds will provide rental subsidies and related costs for an initial period of 12 months with a possible extension for up to 36 months, subject to funding availability. Supportive Services will offer tailored interventions to the households receiving TBRA assistance.
