Fiscal notes

Fiscal notes help explain how proposed legislation could affect the City of Philadelphia’s budget. The Mayor’s Office of Legislative Affairs’ (OLA) fiscal notes initiative helps:

  • Inform policymakers and the public about the potential budget implications of new legislation.
  • Support the mayor’s goal of creating an open and accessible government for all.

Created by policy and fiscal analysts in OLA, each note includes:

  • A summary of the proposed legislation.
  • A financial analysis of the law’s impact.
  • The history of the legislation.

The table below provides links to fiscal notes from the initiative’s start date in fall 2024 to the present. These documents are a summary of proposed legislation as introduced and are prepared by the Mayor’s Office of Legislative Affairs for general information only. It does not represent the official legal position of the City. Estimates are calculated using the best information available. Actual costs and revenue impact incurred may vary from estimates.

Meet the policy and fiscal analyst team

Jasmine Lamb currently serves as a Policy and Fiscal Analyst in the Mayor’s Office of Legislative Affairs. Previously, Jasmine worked for the School District of Philadelphia in the Office of Grants Fiscal Services. Jasmine has experience working and interning for a State Representative, the Pennsylvania House of Representatives, and PFM. She is a proud AmeriCorps Alum for the Los Angeles Superior Courts of California. She earned her master’s degree in public policy from Temple University and her bachelor’s degree in economics from California State University of Long Beach.

Shanay L. Cheeves has been employed by the City of Philadelphia for three years. Currently, she serves as a Policy and Fiscal Analyst in the Mayor’s Office of Legislative Affairs. Before this position, she worked as a Forensic Accountant Analyst at the District Attorney’s Office. Shanay has also held roles as a Program Analyst with the Drug Enforcement Administration (DEA) and as a Senior Staff Accountant at the Police and Fire Federal Credit Union. She earned a master’s degree in forensic accounting from Neumann University and a bachelor’s degree in business management/marketing from Penn State University. Shanay also holds designations as a Certified Fraud Examiner (CFE) and a Certified Financial Crimes Specialist (CFCS). Additionally, she serves on the board of the Philadelphia Area Chapter of the Association of Certified Fraud Examiners (ACFE) and newly appointed to the board of Women, Words and Wisdom.

Shannon Connell joined the team as a Policy and Fiscal Analyst in April 2025. Prior to joining the team as a Policy and Fiscal Analyst, Shannon worked as a paralegal at White and Williams and the Office of Children and Youth in Montgomery County. She has served on several non-profit boards including Young Involved Philadelphia and the League of Women Voters of Philadelphia. She earned a master’s degree in public policy, a graduate certificate in Geospatial Information Systems (GIS) from Temple University and a bachelor’s degree in political science from Chestnut Hill College.
