Selection process

The Division of Housing and Community Development (DHCD) usually selects organizations to develop affordable housing or provide housing services through:

  • Requests for Proposals (RFPs).
  • Requests for Qualifications (RFQs).
  • Requests for Applications (RFAs).

RFP: Affordable Rental & Special-Needs Housing Development – November 2024

The Division of Housing and Community Development (DHCD) is soliciting proposals to finance the development of rental and special needs units designed to serve low- and moderate-income households using funding from the Philadelphia Housing Trust Fund (HTF), Neighborhood Preservation Initiative (NPI), federal HOME and Community Development Block Grant (CDBG) funds.

This Request for Proposals (RFP) is designed to assist in providing gap financing for rental projects that will seek Low Income Housing Tax Credits (LIHTC) from the Pennsylvania Housing Finance Agency (PHFA).

PHFA’s deadline to submit full LIHTC applications is February 11, 2025 by 3:00 pm. Download the RFP and supporting documents.


RFP: Neighborhood Advisory Committees

Work summary

Applicants will perform outreach and provide residents with information about City programs and activities. They will also provide residents the opportunity to contribute input on housing, community, commercial and economic development programs, including related resident participation, public information, and neighborhood planning activities.

Proposed compensation

The projected cost of the Neighborhood Advisory Committee Program is $1,750,000.00 (6-month initial contract term).

Applicant questions due date

Applicants must submit questions regarding this opportunity by Friday, November 1, 2024, no later than 5:00 pm. All questions must be submitted via email to Elhadji.Ndiaye@phila.gov.

Response deadline

No later than 5:00 pm Philadelphia Time on Friday, November 22, 2024. A complete proposal must be submitted by this time to be considered. Proposals in-process are incomplete.

Pre-proposal meeting

A pre-proposal meeting will be held on Tuesday, October 22, 2024 at 10:00 am, Philadelphia Time. It is highly recommended that all proposers attend. Join the meeting.
