The regulation process

Departments, boards, and commissions can make regulations that help them carry out their duties. This process is outlined in the Philadelphia Home Rule Charter, Section 8–407.

Creating or changing a regulation involves several steps. The Department of Records must advertise any proposed regulation and members of the public can request a hearing about the proposal. Learn more about the regulation-making process and how to request a hearing.
