Vacant lot rodent certifications

Vacant lots must be inspected by a PA-licensed pest control company annually for evidence of rodent infestation. Lots that are regularly maintained as gardens are not subject to this requirement.

Inspection requirements

The initial inspection must be completed by March 2, 2023. Inspections must occur each year after that.

If the inspection finds rodent activity, the owner must implement a rodent control plan.

Where to submit report

You must submit the inspection report prepared by the pest control company and any rodent control plan to the Department of Licenses and Inspections. You must submit it within seven days of completion.

Submit the inspection report using the online form.

For more information, see Philadelphia Code Title 4A-1101 and the Rodent Control Regulation.
