Notice of completed repairs
For notice of completed repairs, submit the notice of completed repairs form to the Department of Licenses and Inspections (L&I) or call 311 or (215) 686-8686 if outside Philadelphia.
License questions
For help navigating eCLIPSE with submitting your license application, you can engage in a Chat session. The Chat hours are between 9:00 a.m. to 1:00 p.m.
To speak with a License Issuance agent, you must schedule a virtual or in-person appointment.
For all other licensing questions, submit an online request to the Department of Licenses and Inspections (L&I) . You will receive a response within 2 business days.

certifications
For property certification questions, submit an online request to the Department of Licenses and Inspections (L&I).
Appeals
For questions about Board of Building Standards (BBS), Plumbing Advisory Board (PAB), and Board of Licenses and Inspections Review (BLIR) appeals, call (215) 686-2419, -2427, -2428, or email BoardsAdmin@phila.gov.

Property abatement bills
If a property violation is abated using City funds, the property owner is billed for this work.
For a copy of the original invoice that includes details about work done at a property, email LIebills@phila.gov. Original invoices will not list any accrued interest or penalty charges.
To view or pay the invoice, including any interest and penalty charges, visit the Philadelphia Tax Center. Navigate to the “Property” section, then select “Search for a property” to find invoices, liens and debts, and to make a payment.

To report unlicensed contractors or unpermitted work, use 311’s online form or call 311. If you’re outside Philadelphia, call (215) 686-8686.
After you’ve filed a report with 311, you can submit more information to addinfoli@phila.gov. Include the 311 case number, address where work is being done, and your phone number or email address.
