From flooding to extreme heat, Philadelphia is already experiencing many climate change impacts that are expected to get worse in the future. To help residents, City staff, and other stakeholders stay informed, prepared, and resilient as Philadelphia grows hotter and wetter with climate change, the City is working on updating its Climate Resilience Plan. Residents are encouraged to actively participate and help guide this planning process!
What is the Climate Resilience Plan update?
The Office of Sustainability (OOS) has been working with City departments to develop an updated Climate Resilience Plan that:
- Reports on climate risks and vulnerabilities throughout Philadelphia.
- Identifies solutions and actions to build resilience.
- Addresses impacts to vulnerable populations, neighborhoods, assets, infrastructure and municipal services.
We are launching a public engagement process to hear from stakeholders across the city and to ensure the Climate Resilience Plan is inclusive and equitable. The process will give residents and local organizations a voice and a key role in building citywide resilience to climate impacts! Residents and community leaders will have opportunities to:
- Guide plan development.
- Bring attention to climate justice issues in their communities.
- Participate in a community-led steering committee and Climate Ambassador Program.
Other stakeholders, including sector leaders, advocacy groups and municipal departments will also play a key role in updating this plan.
How to Get involved
There are many opportunities for residents and local stakeholders to get involved in developing Philadelphia’s Climate Resilience Plan.

- Attend events and programs. Residents and local stakeholders can participate in upcoming events and programs, including:
- In-person meetings, trainings and workshops.
- Virtual engagements.
- Community build days and arts-centered activities.
- Surveys and listening sessions.
- Take the survey! Share your perspective and help us identify climate vulnerabilities, gaps in our knowledge, and short-term and long-term needs and actions.
Request For Proposal Opportunity
The Office of Sustainability has issued a Request for Proposal (RFP) for services supporting the Climate Resilience Plan update and citywide engagement process. Visit the Philadelphia City Fund website to view full RFP details. Interested vendors should submit proposals by 9 p.m. on April 27, 2025.
