Philadelphia Celebrates Community Leaders at the Annual PMBC Block Captain Rally
On Saturday, March 22, 2025, Mayor Cherelle L. Parker joined the Philadelphia More Beautiful Committee (PMBC), a division of the Department of Sanitation, at its annual PMBC Block Captain Rally. Held at the Pennsylvania Convention Center, this event brought together more than 1,000 community leaders from across the city to celebrate their dedication to keeping Philadelphia clean and green.
Celebration of Dedication and Community Service
The PMBC Block Captain Rally serves as a cornerstone event to recognize and support the efforts of block captains who work tirelessly to improve their neighborhoods. The event is not only a celebration but also an opportunity to provide essential resources, city updates, and educational workshops to help block captains in their mission to maintain cleaner, safer communities. Mayor Parker, who delivered the keynote address, expressed her deep appreciation for the efforts of these community leaders. “I am excited to celebrate our block captains and encourage them as they begin a new cleaning season,” she stated. “The dedication our block captains exhibit is nothing short of extraordinary. They are the community leaders tackling quality-of-life issues daily in our neighborhoods. We cannot create a Safer, Cleaner, and Greener Philadelphia with Access to Economic Opportunity for All without them.”

In addition to Mayor Parker, Director of Clean and Green Initiatives Carlton Williams, Department of Sanitation leadership, City Council members, and representatives from various city agencies participated in the event. Highlights of the rally included:

“The dedication of our block captains is the backbone of a cleaner, safer, and more beautiful Philadelphia,” said Crystal Jacobs Shipman, Department of Sanitation Commissioner. “The PMBC Block Captain Rally celebrates them and our extensive network of volunteers while providing them with updates, resources, and education to keep them energized in their vital work.”
Additional Community Initiatives:
Alongside the rally, PMBC hosted a shredding and e-waste disposal event from 9 a.m. to 1 p.m. on N. 12th Street between Arch and Race Streets. This initiative provided Philadelphia residents with a free, secure way to dispose of unwanted documents and electronic waste responsibly. Residents were encouraged to take advantage of this event to declutter their homes while contributing to environmental sustainability.
To further support waste management efforts, recycling bins were distributed on a first-come, first-served basis to residents with a valid ID. These initiatives align with the city’s ongoing commitment to promoting responsible recycling and waste disposal practices.
