As someone who lives or works in Philadelphia, you know our City is no stranger to natural and human-caused hazards. From flooding and winter storms to hazardous materials releases and fires, large-scale events can impact your life, home, and community. That’s why the City of Philadelphia has developed the 2025 Draft Hazard Mitigation Plan (HMP). It’s a comprehensive plan aimed at reducing long-term risks and hazards. This plan is not just created by the Office of Emergency Management (OEM) and its partners—it’s a collaborative effort that requires input from you!
What is the Hazard Mitigation Plan (HMP)?
The HMP is a tool that outlines the actions the City will take to reduce the impact of disasters before they happen. It covers 18 different hazards, such as floods and hazardous materials releases. The plan then prioritizes projects that can help reduce damage and speed up recovery. We also focus on enhancing community resilience. The 2025 update of the HMP emphasizes equity, climate change, and alignment with other city plans.

- Virtual: Tuesday, March 11th from 6 pm- 9 pm
- Registration required for the virtual meeting. Please RSVP.
- View the Draft Plan online and submit a comment form: Take the time to review the draft plan on your own time and provide your comments. Your feedback will help shape the final version of the plan. Look out for the draft plan and comment form here!
