A non-resident who works outside Philly
Wage Tax refunds are available to non-resident employees of Philadelphia employers who are required to work outside the city. Eligible taxpayers must provide their W-2s showing local wages, a schedule showing the days and places worked outside Philadelphia, and this employer certification letter. The letter must be signed by an immediate supervisor or HR personnel and on your employer’s letterhead.

You’ll need your W-2 and copies of your PA-40 Personal Income Tax Return and Special Tax Forgiveness form, PA Schedule SP.
