The Philadelphia Taking Care of Business (PHL TCB) Clean Corridors Program expanded the Department of Commerce’s cleaning efforts from 49 commercial corridors to 129 throughout the city. TCB funds community-based nonprofits to sweep sidewalks and remove litter within neighborhood commercial corridors.

PHL TCB invests in people and small businesses by creating employment opportunities for residents and keeping Philadelphia’s neighborhood commercial corridors clean. More than 260 TCB Cleaning Ambassadors are champions of litter reduction and environmental care citywide. The program is part of a larger effort by the Department of Commerce to enhance and promote vibrant commercial corridors. 

Hear from neighborhood organizations 

In this series, we are highlighting the stories of neighborhood organizations funded through the program to keep commercial areas clean.   The East Falls Development Corporation in East Falls neighborhood provides regular cleaning within East Falls Shopping Districts, such as Ridge Avenue, Midvale Avenue and River Road.

Here’s what Michelle Feldman (MF) had to say about what the PHL TCB program means for the organization and the areas that they serve.

What is the mission of your nonprofit organization? 

MF: East Falls Community Development Organization supports community-based economic development through small business technical assistance, and neighborhood planning which leads to capital investment in our area.  

What services does your nonprofit organization provide for Philadelphia businesses and residents? What areas is the organization dedicated to serving? 

MF: We focus on revitalizing two key commercial corridors—Ridge-Midvale and Conrad Street. Our TCB Team helps keep our corridors clean and green, while businesses continue to do their amazing work. We also offer one-on-one business counseling to support businesses in need of technical support. Great news! Our East Falls Business Association is in the work, we’ve launched our leadership program, and we will be starting the membership program in 2025 to expand meaningful connections.

Neighborhood planning is a key part of our work, and we’re constantly striving to improve the community’s infrastructure and quality of life. Two important studies have already been completed—one focusing on transportation and the other on flooding and mitigation. Currently, we’re crafting studies that will enhance our neighborhood’s streetscapes, including improvements to trees, trash cans, lighting, and overall street design, ensuring a more vibrant and sustainable environment for all residents.

How many local residents are employed through the TCB program to maintain clean streets in the areas that you serve? 

MF: There are three members of the TCB team serving East Falls. One supervisor and two cleaning ambassadors work 5 days a week to keep our corridors clean.  

How does the TCB program help increase your capacity to do the work that you do?  

MF: With the TCB crew, we’re gaining a deeper understanding of our community and building strong, trusting relationships with East Falls residents and businesses. Together, we’re creating meaningful change and shaping a vibrant future for the neighborhood.

What does your organization appreciate about being part of the TCB program? 

MF: We appreciate TCB in helping us achieve a safer, healthier, and explorable environment for families throughout East Falls. We are thankful for the Department of Commerce’s additional programs that have helped our commercial corridors such as the Storefront Improvement Program, Instore Forgivable Loan Program, and Business Security Camera Program.  

What have been some of the highlights for your organization since joining the program? Any key moments or stories that stand out to you? 

MF: Since joining the amazing TCB program, there are two achievements that I would love to highlight. First, we’ve strengthened our partnerships with local business owners. Additionally, our work with Laurel Hill Cemetery has been truly impactful—one of our TCB Ambassadors is dedicated to also keeping the cemetery grounds spotless. The daily efforts of the TCB team leave a lasting impression on both business owners and residents, underscoring the importance of working together to keep Philadelphia clean and vibrant every single day.

Since PHL TCB began, how would you describe the difference in the corridors that you clean?  

MF: The transformation in the area is wonderful —residents and business owners are now more mindful of managing their waste, leading to cleaner sidewalks, less street debris, and a safer environment for both children and animals.

MF: Come to East Falls for all that we have to offer! Both the scenery and corridors provide a great place to hang out and shop locally.
