As year one of the Parker Administration nears end, Mayor Parker continues to make important appointments
PHILADELPHIA — Mayor Cherelle L. Parker today announced that two experienced public servants of the City of Philadelphia would transition into leadership roles at the City’s Office of Human Resources and the Budget Office, two core offices to the City’s municipal structure and daily functioning of City government.
“Both of the individuals we’re announcing are already hard at work in the Parker Administration, and they’re already doing an exemplary job in their respective roles. These appointments today are at the core of municipal government and are integral to everyday operations at every level,” explained Mayor Cherelle L. Parker. “We are building an administration that our citizens can see, touch and feel – a government that is accessible to taxpayers. And one important way to do that is to lift up these hard-working public servants, and let our citizens see them.”
Today, Mayor Parker made the following appointments to the Parker Administration:
Candi Jones, Chief Human Resources Officer
Candi Jones will serve as the Chief Human Resources Officer for the City of Philadelphia. In this role, Jones will oversee all aspects of human resources management for the City of Philadelphia. The person in this role plays a pivotal role in developing and executing HR strategies, policies, and programs to support the recruitment, retention, development, and engagement of employees across various departments and agencies.
“I love my job, and I love working in human resources,” said Candi Jones, Chief Human Resources Officer. “I cannot wait to move forward with ideas and initiatives to promote this administration and opportunities for employment in city government. I’m grateful to Mayor Parker for the opportunity.”
Jones is already performing critical tasks in the Parker administration. She served as part of the core team under Chief Deputy Mayor Sinceré Harris that successfully negotiated a one-year contract extension for the 8,400 members of AFSCME District Council 33, averting a potentially damaging work stoppage. Jones was also part of the team that recently initiated a first-in-the-nation City College for Municipal Employment at the Community College of Philadelphia.
Prior to this appointment, Jones served as the Deputy Commissioner for Human Resources and Administration for the Philadelphia Water Department and the First Deputy Director for the Office of Human Resources. At the Water Department, Candi implemented a comprehensive overhaul of the human resource processes, created workforce development programs and implemented a leadership development training series. Jones possesses a bachelor’s degree in English from Johns Hopkins University and a master’s degree in public administration from the University of Baltimore. Jones is both SHRM and HRCI certified and is a Certified Compensation Professional who is committed to advocating for the workforce, realizing transformative change, who will focus on addressing and mitigating the City’s recruitment and hiring challenges.
Jones is replacing Mike Zaccagni, a veteran human resources official in city government with decades of experience, whom Mayor Parker singled out for praise today.
Sabrina Maynard, Budget Director
Sabrina Maynard will serve as the Budget Director for the City of Philadelphia under the Parker Administration. In this role, Maynard will oversee the City’s Capital Budget, Operating Budget, and Grants offices. Previously, Maynard served as Deputy Finance Director for Policy, Analysis and Grants; Budget Director; and Chief of Staff within the Office of the Director of Finance, under this administration and a previous one.
“I have enjoyed each of the Finance and Budget roles I’ve had before with the City, and I’m honored that Mayor Parker has chosen me now to lead her Budget Office,” Sabrina Maynard, Budget Director said. “Nearly everything we do as a City involves funding, and the Budget Office is a critical part of everything we do.”
Maynard earned a Master of Public Administration from the Fels Institute of Government at the University of Pennsylvania and a Bachelor of Arts in Political Science and American Studies from Boston University.
Maynard replaces Bob McDermott, the administration’s first budget director, who left recently to take a position in private industry. The mayor thanked McDermott for his public service as well.
