PHILADELPHIA— On Monday, November 4, the Harris-Walz Campaign will be hosting a rally in Philadelphia. To ensure the safety of participants and the public, road closures and parking restrictions will be implemented.
Motorists are advised to avoid the area by using alternate routes and allow for extra driving time in areas near the event. Those driving should also refrain from double-parking, which creates congestion, limits traffic flow, and is illegal.
Road Closures
Phase 1
The following streets will be closed from 8 a.m. on Friday, November 1 to 8 p.m. on Tuesday, November 5:
- Eakins Oval between Kelly Drive and Spring Garden Street
Phase 2
The following streets will be closed from 8 a.m. on Saturday, November 2 to 8 p.m. on Tuesday, November 5:
- Kelly Drive (inbound) from 25th Street to Benjamin Franklin Parkway

Spring Garden Street between Pennsylvania Avenue and Kelly Drive
- Benjamin Franklin Parkway (inner and outer lanes) between 22nd Street and 24th Street
Phase 3
The following streets will be closed from 5 a.m. on Monday, November 4 to approximately 8 a.m. on Tuesday, November 5:

The entire width of the Benjamin Franklin Parkway, beginning at 18th Street and extending west through Eakins Oval to 25th Street

22nd Street between Winter Street and Spring Garden Street

Note: I-676 eastbound off-ramp at 23rd Street will remain open.
- Note: Kelly Drive from Strawberry Mansion Bridge will be closed beginning 6 a.m.
Short duration, intermittent closures of 2200-2400 Pennsylvania Avenue are expected at times on Monday, November 4 for movement of equipment and resources. Motorists are advised to utilize caution in the area and obey instructions from the Philadelphia Police Department.

Additional road closures and parking restrictions may be necessary in the vicinity of the event venue as dictated by conditions. Residents and visitors should always obey posted signs and instructions from the Philadelphia Police Department.
Public Transportation
SEPTA bus routes will be detoured from their normal routes beginning on Friday, November 1.

Public Safety Information
No bags or items should be left unattended. In the event of an emergency or to report a suspicious person, activity or item (a backpack, a package, a container)—notify a police officer immediately or call 9-1-1. Do not try to open, move, cover or touch a suspicious item.
The public should expect congestion in the area. If you are attending the event, make a plan regarding driving, public transit, parking, and supervision of children. It is recommended that attendees wear comfortable, weather-appropriate attire.
For the safety of participants, all locations referenced above and the surrounding area are designated as a “No-Drone Zone.” Unmanned Aircraft Systems (UAS) and drones of any kind are not permitted. For more information on FAA regulations and drone use, visit phila.gov/dronephilly.
Prohibited Items
All guests will pass through an airport-like screening checkpoint operated by the United States Secret Service before entering the event site. The following items are prohibited:
- No knives, firearms, weapons, or otherwise dangerous objects.

NO BAGS LARGER THAN A CLUTCH – CLEAR BAGS PREFERRED

Liquids of any quantity, aerosols, or gels. Medical items are exempt.

Reusable water bottles (full or empty).

Diaper bags are exempt.

No outside posters or signs, of any size.

No umbrellas, of any size.

No vape pens or lighters.

Lawn chairs, non-service animals, bicycles, balloons, drones, laser pointers, packages, selfie sticks, structures, toy guns, or recreational mobility devices.
Any other item deemed hazardous by the United States Secret Service.
Cultural Institutions
Access to the Philadelphia Museum of Art Steps will be restricted beginning at 10 p.m. on Sunday, November 3 until 10 a.m. on Tuesday, November 5.
The following cultural institutions on the Benjamin Franklin Parkway will be closed on Monday, November 4:
- Philadelphia Museum of Art
- Barnes Foundation
- The Franklin Institute
- The Rodin Museum
- Moore College of Art & Design
- The Academy of Natural Sciences
- Parkway Central Library of the Free Library of Philadelphia
- Parkway Visitor Center and Rocky Shop
