In December, the City recapped its major infrastructure grants and awards for 2023 with a look at how the Infrastructure Solutions Team (IST) operates and plans to use this funding to transform Philadelphia.
Now, we are proud to release the 2024 Infrastructure Solutions Team Report and Action Plan, which is in line with Mayor Cherelle Parker’s 100-Day Action Plan. This report will give residents a better idea of how the Bipartisan Infrastructure Law (BIL) will positively impact every neighborhood and explain how the City will implement infrastructure projects to grow workforce and business opportunities for Philadelphia s.
What Will You Find in the Report?
Mayor Parker opens the report stating in her letter that the work of the IST will be key to the success of multiple long-term visions of the administration’s 100-Day Action Plan. Through collaboration between City departments, local agencies, and dedicated partner organizations, the IST has clearly defined goals that will guide us through the life of the BIL.
The IST’s main goal is to ensure that these federal investments grow generational wealth for Philadelphians, with a focus of creating economic opportunities for people of color who have historically been excluded from opportunity.
The City has been awarded approximately $350 million in federal BIL discretionary grant funding to date with almost double that amount being awarded to non-City partner agencies. The report describes how these grant funded projects will:
- Grow and train our local workforce,
- Build and repair our streets, bridges, airports, transit, water systems, broadband and digital infrastructure, among many others, and
- Ensure economic opportunity for all through equitable implementation processes.

Who Is Partnering with the City?
The IST is led by the City’s Office of Transportation, Infrastructure, and Sustainability (OTIS) convening multiple City departments including:
- Department of Streets
- Philadelphia Water Department
- Department of Aviation (PHL & PNE Airports)
- Law Department
- Procurement Department
- Chief Administrator’s Office
- Commerce Department & Office of Economic Opportunity
- Labor Department
- Mayor’s Office
- Rebuild
- Department of Planning and Development
In the report, you will find partner highlights for SEPTA and PECO. Other key external partners include:
- PennDOT
- Philadelphia Works Inc.
- Delaware Valley Regional Planning Commission
- PIDC
- PhilaPort
- Amtrak
With large scale infrastructure projects, there are numerous partners in the private and public sector who contribute and carry out projects that residents can see, touch, and feel in their own neighborhoods.
In the report, you will find out more about the strategies our workforce development partners are using to assist women and minority workers prepare for infrastructure careers.
Why Does This Matter?
The City’s strategy aims to secure $1B to build high quality infrastructure projects that invest in neighborhoods.
The City is also preparing Philadelphia’s workforce for an influx in infrastructure jobs.The City and its partners are engaged in understanding and addressing the training needs of residents and employers to enable a diverse, skilled workforce to access both private and public sector jobs, particularly positions in organized labor.
