The Free Library of Philadelphia (FLP) and The Free Library of Philadelphia Foundation (FLPF) are seeking qualified applicants to co-create a strategic plan that will guide one of the City’s most historic institutions.

The chosen applicant(s) to this Request for Proposal (RFP) will assist the library in achieving its goals of transparency, accountability, and active participation. The plan will be innovative, adaptable, measurable, evidence-based, and impactful. It will include and consider the voices of existing and potential public library users experiencing barriers to service.
A new strategic plan is the library’s response to changes in the needs of the public, library staff, the functions of libraries, methods of program and service delivery, global trends, and the need to clarify and refine the respective roles and responsibilities of the intertwining organizations (FLP and FLPF) that together operate the library system.
This is a three-year initiative that will encompass six overlapping and connecting pieces of work:
- research on post-pandemic engagement patterns
- strategic plan development for both FLP and FLPF
- business plan development for both entities
- comprehensive DEI plan development
- a rebranding public relations campaign
- implementation and post-execution analysis of all plans
