Philadelphia Department of Public Health resource hubs are a branch of the COVID-19 Services Program. Five locations offer free at-home rapid antigen COVID-19 test kits to members of the public. Visitors are also able to receive face masks (variations and sizes dependent on supply) and hand sanitizers. No appointment is required to visit a resource hub.

What information will I need to provide?

When picking up COVID-19 test kits, only a few pieces of information are required. Visitors must provide their zip code and the reason for pick up (recently exposed, symptomatic, etc.). Staff members will not ask for ID or insurance.

How many test kits, masks and hand sanitizers can I receive?

Members of the public can pick up test kits, masks, and hand sanitizers for all members of their household.

  • Staff will provide a minimum of three test kits per person and can normally accommodate requests for additional kits.
  • Masks are usually distributed in packs of five. However, this may depend on overall supply and may vary with each visit.

I work or volunteer for a organization or business that would like to have test kits on hand. Can I pick up a bulk amount?

Organizations and businesses are eligible to receive a larger number of COVID-19 tests from a resource hub. Based on the size of the organization, staff will determine the appropriate number of test kits to provide (usually 50 to 300). Masks and hand sanitizers may not be available in bulk due to overall supply.

To apply for routine supplies of test kits, organizations can submit a request to the Health Department’s test kit distribution program.
