During the COVID-19 pandemic, the Philadelphia Department of Public Health set up resource hubs in five neighborhoods to increase access to free COVID-19 testing. As the city moved through more recent stages of the pandemic, the resource hubs expanded to offer additional free services to residents.
Each resource hub is staffed by three to four public health professionals with expertise on the health services listed below. Staff members are also familiar with other City programs and can help visitors connect with services not offered onsite.

What services are offered at the resource hubs?
- Over-the-counter COVID-19 test kits, face masks, and hand sanitizers
Members of the public can pick up free COVID-19 test kits, face masks and hand sanitizers at all resource hubs. - Over-the-counter HIV test kits
All resource hubs offer free at-home HIV test kits for Philadelphia residents. - Condoms and other sexual wellness materials and information
Selected resource hub locations offer free condoms and other sexual wellness resources. - STD testing
Two resource hubs provide free and confidential STI testing on selected days. - Harm reduction supplies
All resource hubs offer free Narcan (naloxone), fentanyl test strips, and xylazine test strips. - Free monthly, walk-in health screenings
The resource hub program has partnered with the Jefferson Collaborative for Health Equity to offer free, monthly screenings for blood pressure, diabetes (hemoglobin A1C), and cholesterol at all resource hubs. - Pack n’ play cribs for new or expecting parents
The resource hub program has partnered with the Division of Maternal, Child and Family Health’s safe sleep program to offer free safe sleep classes and pack n’ play cribs for new or expecting parents in Philadelphia. To sign up for a class and pack n’ play crib, visit one of the resource hubs or email health.resourcehubs@phila.gov. - Nicotine replacement therapies (NRT)
All resource hubs offer free nicotine replacement therapies (NRT) to interested community members. Individuals can receive a one-time supply of lozenges, patches, and gum along with information on how to use them and where to get more free supplies. - Free children’s books
All resource hubs offer free books for children ages birth through high school. Books are provided through a partnership with the Philly Book Bank.
