The Office of Sustainability launched the business diversification study for Philadelphia Gas Works (PGW) in September of 2020 with the goal of understanding how the municipally-owned utility can provide necessary services in a lower-carbon future while also thriving financially and retaining its 1,600-person workforce.
Since then, Energy and Environmental Economics (e3), the consultant leading the study, has been researching possible strategies and working to understand the impacts of each strategy on rates, greenhouse gas emissions, workforce retention, public health, and other criteria.
Public engagement opportunities to date include six small community conversations focused on energy burden, an online workshop for stakeholders from a variety of interest areas, and an online survey that received almost 400 responses.

Additionally, draft materials for the study are now available online here for public review. A town hall was hosted by the Philadelphia Gas Commission on May 11th during which e3 gave a presentation on the draft materials and members of the public provided input through testimony. Interested stakeholders are invited to provide written feedback on the draft materials or other issues related to the study by emailing sustainability@phila.gov by May 28th.
