Although the deadline has passed, we are still accepting applications for the Low-Income Real Estate Tax Freeze for 2025. You can apply online via the Philadelphia Tax Center, by mailing a paper application, or in person at one of our services centers. Please submit all documents with your application to ensure there are no delays in processing. For more information, call (215) 686-6442.

You can use the Philadelphia Tax Center to file and pay all taxes. You can also use the Tax Center to pay City fees and apply for Real Estate Tax assistance programs, including the Homestead Exemption. For help getting started, or answers to common questions, see our Tax Center guide.

What we do

The mission of the Department of Revenue is the timely, courteous, and prompt collection of all revenue due to the City of Philadelphia, and all tax revenue due to the School District of Philadelphia. This includes the billing and collection of water and sewer charges.

The Water Revenue Bureau provides all billing and collection functions for water and sewer charges. We ensure that the Philadelphia Water Department has the financial resources needed to provide reliable, high-quality water to Philadelphia residents, businesses, and communities.

The Department of Revenue also administers the City’s many tax and assistance programs.
