Creating employment opportunities for residents while keeping Philadelphia’s neighborhood commercial corridors clean.
The Taking Care of Business Program (TCB) contracts with community-based nonprofits to sweep sidewalks and maintain clean commercial corridors across Philadelphia. These community partners hire crews or subcontract with local cleaning companies to provide daily litter removal in the areas where it's needed most.
TCB has four main goals:
Increased funding for commercial corridor cleaning—championed by former Councilmember Cherelle L. Parker and secured by City Council in November 2019—made TCB possible. The program is part of a larger effort by the Department of Commerce to enhance and promote vibrant commercial corridors.

The Department of Commerce identifies high-need, high-traffic, and high-visibility commercial corridors that would be served by the program. Through a competitive process, community-based nonprofits apply to participate in the program, and to provide cleaning services to these commercial corridors. Once selected, they either hire TCB Cleaning Ambassadors directly or subcontract with a cleaning firm.
Cleaning organizations hire neighborhood residents to remove litter in their service areas, including justice-impacted individuals. The typical TCB cleaning crew consists of five to eight people, working five days a week. TCB Cleaning Ambassadors:
