About

The Operations Transformation Fund (OTF) supports transformative projects in City government. These projects focus on providing efficient and equitable services to Philadelphia residents. The fund has $10 million that it will distribute over two fiscal years (FY 2022 and FY 2023).

Projects funded through the OTF are innovative. They create or transform a process or service that benefits Philadelphia residents and improves government efficiency and impact.

Process and eligibility

The fund was open to City of Philadelphia departments and employees during two funding cycles, in fall 2021 and spring 2022.

Departments submitted their ideas and applied for funding through the OTF. A board and advisory committee led by the Office of the Chief Administrative Officer (CAO) reviewed projects. After review, it awarded funding to projects that most closely met the purpose and goals of the OTF.

  • Law Department.
  • Finance Department.
  • Office of Innovation and Technology.
  • Procurement Office.
  • Office of Diversity, Equity, and Inclusion.
  • Office of Human Resources.
  • Office of the Chief Administrative Officer.
