What we do
The Office of Homeless Services works with more than 60 homeless housing and service providers, as well as city, state, and federal governments. Together, we make up Philadelphia’s homeless service system.
This system provides homelessness prevention and diversion aid, as well as emergency and temporary housing, to people who are experiencing homelessness and those at risk of homelessness.

Due to a National Weather Service forecast of frigid temperatures and other wintery conditions the Office of Homeless Services (OHS) has declared a Code Blue beginning Sunday, February 16, at 3 p.m. until further notice.
How to get help
City after-hour intake centers will be open 24 hours through the Presidents Day holiday on Monday, February 17. Visit the OHS intake center list to find one or call (215) 232-1984 for help finding or getting to one on Sunday and the Monday holiday.
Enhanced Code Blue
On Monday, February 17, at 9 a.m. the City will elevate the Code Blue to an Enhanced Code Blue.
What happens during an Enhanced Code Blue
The City will open nearly two dozen warming centers across Philadelphia on Monday, February 17, at 9 a.m. Anyone who needs a warm indoor place to stay may visit a warming center or daytime drop-in center, where food is also available. They may also call Outreach at (215) 232-1984 for more help or a ride to one.
Additional outreach teams will visit city neighborhoods to find and encourage people who are living and sleeping on the street to accept a ride to a warming site or intake center. All intake centers will be open during their regular hours of operation as of Tuesday, February 18.
