The Chinatown Stitch: Reconnecting Philadelphia to Vine Street is a project that will explore capping a portion of the Vine Street Expressway. A cap is a bridge or structure built over a highway that allows for uses such as parks, open space, or commercial and residential buildings.

Specifically, this project focuses on the area between Broad Street to 8th Street and Callowhill Street to Race Street.

The Office of Transportation, Infrastructure, and Sustainability and the Philadelphia Chinatown Development Corporation have begun a study to gather input from the Chinatown community and the public. This feedback will help the team:

  • Create guiding principles for the project.
  • Identify potential capping locations.
  • Determine the preferred cap uses.

Project updates

On December 19, 2023, the City, in partnership with the Philadelphia Chinatown Development Corporation (PCDC), announced its Vision Report for the Chinatown Stitch. The report includes renderings and information on the two-block design selection in addition to project background, progress, and next steps.
